How do I get this Off-Sites project started and justified? PDF Print E-mail

This was the question that Henk van Koolwijk from Shell Pernis asked himself when he was confronted with upgrade requirements for the existing Barge Loading Facility at Pernis. The scope of this upgrade project was not directly the premier knowledge area of an EPC contractor.

It was felt that the Invensys Off-sites group was in a better position to deliver the budget estimate, because it includes the IT infrastructure, Off-sites applications expansions, flow computing and custody transfer, exchange of a SCADA system / safety systems / and extensive data exchange with the product admin via SAP, all within the Arena Concept.

Shell Pernis invited the Invensys Off-Sites group to provide a Scouting and Feasibility study detailing the scope, project execution plan, and implementation alternatives to evaluate the resulting operational constrains during implementation, combined with a budgetary estimate.

The approach to put Invensys in the position of an EPC contractor is new to Shell Pernis and proved to be very efficient. It saved unnecessary overhead and reduced the schedule.
The delivered open budget estimate structure convinced Shell’s purchasing about the advantages to go directly to Invensys instead of walking the traditional path via an EPC.

Using the Invensys report Mr. Van Koolwijk was complimented by the tender board for the best prepared project proposal of the season resulting in an approved budget!
